“Quigley’s Law: Whoever has any authority over you, no matter how small, will attempt to use it” has appeared on many Internet sites since its inclusion in The New Official Rules (1990) by Paul Dickson. It’s not known who “Quigley” is. One possibility is historian Carroll Quigley (1910-1977), an influential writer about Washington, D.C.
