“Welcome to winter, where parking spots are made up and the lines don’t matter” (or “Welcome to winter parking, where the spots are made up and the lines don’t matter”) is a saying that has been printed on many images. In winter, the snow and the salt on the pavement can conceal the white parking lines.

The saying probably originated on a meme featuring Drew Carey of the TV show Whose Line Is It Anyway?
