“Sometimes I read a text and think what a fucking psychopath. Then press send”  is a jocular saying that has been printed on many images. “Sometimes I read a text and think, what a (fuckin) psycho. Then I hit/press send” is another version.  The joke is that the speaker is not receiving and reading a text from a psychopath, but the speaker is the one sending the text.
