“An armed man is a citizen. An unarmed man is a subject” is a pro-gun slogan of unknown authorship. “An Armed Man is a Citizen, an Unarmed Man is a Subject” was a signature line in a 1996 post; “An armed man is a citizen; an unarmed man is a subject; a disarmed man is a slave” was a signature line in a 1999 post.
The saying became popular in 2000, when it was grouped with other pro-gun sayings under the title “Gun Refresher Course.”
“An armed man is a free man” and “An armed society is a polite society” are related sayings.
