WROL (Without Rule Of Law)
WROL (Without Rule Of Law) describes a situation where the U.S. Constitution, for example, is no longer the law of the United States. A suspension of the Constitution and a declaration of martial law could bring on a lawless society and a “WROL” situation.
The YouTube video Without Rule of Law: “Don’t Hasten the Day” by Nutnfancy on April 1, 2009 popularized the “WROL” term. “WROL” is included in many prepper or survivalist glossaries.

A serious video on a serious subject. Here I encourage the investment of your time under ROL as I feel someday it will be gone. We have grown accustomed to having the Rule of Law in our societies. This ROL is the very foundation of our lives and allows us to got to work, make money, use money, have fun, make memories, and stay safe. We should all support ROL. That’s because the loss of ROL has some very serious implications. The occurrence of WROL (“Without the Rule of Law”), will probably bring widespread crime, destruction, violence, suffering, and death. I do not purport to know the timeframe or cause of WROL but I think we may see it in our lifetimes. WROL can happen on various graduations or levels but in its reference I usually talk of worst case: the complete loss of the societal engine. The idea of a “WROL” (it’s cute how Nutnfancy developed his own stupid acronym so he could sound more intelligent), “TEOTWAWKI” or “SHTF” rig is pretty preposterous. You’re spending tons of money on something that will most likely never happen and IF IT DOES your equipment will be woefully inadequate anyway. If the Chinese invade tomorrow your AR and Pistol will not save you, no matter how fancy the vest you put them on.

Also, if you are thinking about being in a WROL (without rule of law) situation, you should consider a good .22LR and several thousand rounds. Lots of rabbits, squirrels and other edible things could be taken down without using up the more precious self defense type ammo.

WROL. You may or may not already be familiar with the acronym, which stands for “Without the Rule of Law.” It’s been made popular by Nut’nFancy in his gun and gear vids on YouTube such as this one. The acronym now has a self titled website, withouttheruleoflaw.com, with advice and articles about preparing for such situations.
In most instances where the term is used, WROL describes a possible future scenario in which one cannot count on law enforcement to enforce the law and protect citizens and their property. In the typical hypothetical WROL scenario, it is appropriate for one to don his (or her) tactical gear (w/ mags, water and 1st aid kit) and rifle in order to defend against looters and violent gangs roaming around in desperation…………….or whatever the threat may be.

Without context I can’t be positive, as you said it was in reference to holsters, however the only acronym I know for that is “Without Rule of Law” (though it should just be WRL). Basically that just means some sort of scenario where there is either a temporary or permanent disruption of government and as such, there are no police or other LE to enforce the laws so some stop following them. Hope that helps.
