“Will you sign my petition demanding new shackles?” (cartoon)

A cartoon (cited in print since at least 2013) shows two shackled prisoners. One turns to the other and says:
 
“Will you sign my petition demanding new shackles?”
 
The cartoon shows that slaves kindly petitioning their master for better conditions is a joke. The “slaves” are really powerless citizens petitioning their government “master.” The petition, even if successful, will not lead to freedom.
