“Who the government?”

NBC’s Saturday Night Live did a sketch about the U.S. healthcare program (“Obamacare”) featuring someone impersonating Health and Human Services Secretary Kathleen Sebelius. Speaking about the healthcare website, “Sebelius” said the most frequently asked question to the website was, “Who the government?”
 
The “Who the government?” phrase—similar to “What the hell?” and “What the fuck?”—immediately became popular on Twitter.
