Well it could be. It’s a plausible story (accepting the existence of time travelers) and I have no evidence against it.

Assume at some point in the future, people figure out how to go back in time. Say that responsible people prohibit visiting historical eras, or insist on precautions so the time travelers are not observed. But a few outlaws slip through and head to our time.
