Volunteer Capital of Texas (Comal County nickname)

Comal County (northeast of San Antonio) held a VolunteerFest 1997, and in 1997 the Texas legislature declared the county the “Volunteer Capital of Texas.” The nickname quickly died, but is still on the books as an official “capital” of Texas.

COMAL COUNTY. Comal County (L-15) is located in south central Texas on the divide between the Blackland Prairies and the Balcones Escarpment.qv Its largest city and county seat, New Braunfels, is twenty-nine miles northeast of San Antonio and forty-five miles southwest of Austin. The county’s center lies at 29°48’ north latitude and 98°17’ west longitude. The county comprises 555 square miles of prairie and Hill Country terrain. The eastern quarter, below the Balcones Escarpment, is gently rolling grass and crop land ranging in elevation from 600 to 750 feet above sea level. The Blackland Prairie soil of this section is loam with clay subsoils and is well suited for cultivation.

R E S O L U T I O N

WHEREAS, April 12, 1997, marks the celebration of Comal County VolunteerFest ‘97 in New Braunfels; and

WHEREAS, Organized by Christina Smith and other community volunteers, this worthwhile event was inspired by the celebration of National Volunteer Week and a summit on volunteerism chaired by President Bill Clinton and former President George Bush; and

WHEREAS, VolunteerFest ‘97 provides an important function for the Comal County area, for in addition to celebrating community involvement, it offers abundant opportunities for service groups to interact with each other and allows individuals to become familiar with the many volunteer opportunities in their community; and
 
WHEREAS, The day-long festival promises to be a fun-filled event for all in attendance and features a parade, information on volunteer activities, and an appreciation party to commemorate the community’s proud tradition of civic involvement; and
 
WHEREAS, By giving generously of their time and talents, its citizens have made Comal County a better place in which to live, work, and rear a family, and it is indeed a pleasure to recognize Comal County VolunteerFest ‘97 in honor of their selfless service; now, therefore, be it
 
RESOLVED, That the House of Representatives of the 75th Texas Legislature hereby commemorate the celebration of Comal County VolunteerFest ‘97 and commend the residents of Comal County for their exceptional efforts in behalf of others; and, be it further
 
RESOLVED, That Comal County be recognized as the Volunteer Capital of Texas.
