“Tyranny is defined as that which is legal for the government but illegal for the citizenry”

“Tyranny is defined as that which is legal for the government but illegal for the citizenry” is a saying that has been printed on many images. It has been credited to American statesman, diplomat, lawyer, architect, philosopher, and Founding Father Thomas Jefferson (1743-1826), but he never said it.
 
The quotation has been cited in print since at least 2005. Monticello.org (a website about Thomas Jefferson) identified the quotation as spurious on March 17, 2009.
     
“Tyranny is that which is legal for the government but illegal for the citizenry”—without “defined as”—was posted on Twitter by Carey Shenkman on December 30, 2013. “Jefferson: Tyranny is that which is legal for the government but illegal for the citizenry” was posted on Twitter by Archibald Tuttle on August 20, 2014. “Tyranny is that which is legal for the government but illegal for the citizenry” was posted on Twitter by conspiracybot on December 28, 2021.
