“The greatest obstacle to liberty is not the existence of evil rulers, but the belief in the existence of good ruler” was included in the book The Pith of Life: Aphorisms in Honor of Liberty (2015) by Jakub Bozydar Wisniewski. The saying was posted on X/Twitter by Jakub Bożydar Wiśniewski on February 5, 2016.
 
The saying means that liberty should not depend on a “good” ruler. The only ruler should be the individual. Rulers are the greatest obstacle to liberty.
