South Beach (also known as SoBe) is a section of Miami Beach, Florida that encompasses the lower 23 blocks of the island from the point south of 1st Street to 23rd Street. This area was the first section of Miami Beach to be developed starting in the 1910s, thanks to development efforts of Carl G. Fisher, the Lummus Brothers, John Collins, and others.

SOBE
.. First, resurrect the idea of an American Riviera—the romantic sobriquet for old Miami Beach. Then fine-tune it: Picture a center for the arts in the American tropics, a sultry home for East Coast sophisticates, with dance and theater and film festivals, all a giant’s footstep from the sea.. Sounds like a formula for revival, both economic and cultural. And a growing band of Miami Beach artists, whose stock in trade is imagination, is hoping to turn that vision of rebirth…

14 August 1994, New York Times, “Miami, the Whatever-You-Care-to-Name It of Florida” by Vernon Silver, Arts & Leisure section, pg. 18:
A few fashion models were spotted on its beaches, and some local boosters touted the town as “Manhattan South.” A couple of downtown artists in cafes ogled the models, and South Beach styled itself SoBe. The foreign tourists flocked in to find the sun, the models and the downtown artists, and Miami was slapped with another label: the American Riviera.
