“One Nation Under CCTV,” a mural by graffiti artist Banksy, appeared on Newman Street in London on April 14, 2008. The Westminster City Council did not approve of the work, and it was painted over.
Banksy’s “One Nation Under CCTV” has been used to describe a surveillance state.

One Nation Under CCTV was a 2007 mural by graffiti artist Banksy on Newman Street in London. Painted on the wall of a building used by the Royal Mail, it depicts a child in a red hooded top painting the phrase, while being watched by a police officer and a dog. The mural was situated adjacent to a CCTV camera.

LONDON, April 14 AAP - Secretive graffiti artist Banksy is believed to have created his biggest work yet, under the not-so-watchful eye of security cameras in central London.
An audacious comment on big brother society, depicting a small boy painting the words: “One nation under CCTV” while being watched by a security guard, appeared on a building overlooking a post office yard near Oxford Circus.
The artist put up three storeys of scaffolding behind a security fence, despite being watched by a CCTV (closed circuit television) camera, London’s Evening Standard newspaper reported.

LONDON, Oct 24 AAP - London’s Westminster Council says a work by underground artist Banksy is graffiti and will be painted over.
The 7-metre tall work, painted in giant white letters on a concrete wall in April, was intended as a criticism of Britain’s Big Brother culture and specifically the prevalence of CCTV cameras.
“One Nation Under CCTV”, it screams, from a wall on which a CCTV camera is also mounted.

7 July 2009, London (UK) Evening Standard, “Who removed our Banksy?: Londoner’s Diary,” pg. 14:
“It wasn’t the council that took it off,” a press officer for Westminster Council claims. “It was Royal Mail who was responsible. A planning decision was made by a committee, who agreed that it should be removed.”
But a spokesman for Royal Mail informs me: “We had to remove or cover up the mural in March this year by order of the council. However, we have covered it in such a way as to preserve it.”
