“If you’re not at the table, you’re on the menu”

“If you’re not at the table, you’re on the menu” (or, “You’re either at the table or on the menu”) means that if you’re not at the (bargaining) table, then you’re being (financially) eaten. The Washington political saying is of unknown origin and has been cited in print since at least 2000.
