Community Emergency Response Team (CERT)

"CERTs" are Community Emergency Response Teams. The teams are being expanded for each community board to protect New Yorkers from disaster situations.

The Federal Emergency Management Agency (FEMA) began a CERT program. It's believed that the first use of "CERT" has been in California.

There is a "Certs" breath mint, but CERTs do much more than fight bad breath.

Community Emergency Response Team (CERT)

The New York City Community Emergency Response Team (CERT) program trains neighborhood and community-based volunteer teams to:

inform, educate, and train their neighbors about disaster preparedness

assist public safety agencies and local community boards with public events

respond to local disasters in accordance with CERT protocols and support emergency personnel upon their arrival and request

assist agencies in managing spontaneous volunteers at a disaster site

Q: What is CERT?

A: The Community Emergency Response Team (CERT) Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to help. CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in their community. There is a CERT Overview paper located at http://training.fema.gov/EMIWeb/CERT/overview.asp that gives you a complete description of CERT.
(...)
Q: How do we start a CERT program?

A: CERT requires a partnership between community members and local government, emergency management and response agencies. The program does take a commitment of time and resources from all parties. Interested community members should discuss with local government and emergency management officials ways to improve their community's preparedness capability and how they can be involved. The outcome of these discussions can range from education programs to an active training program like CERT that prepares participants to be part of the community's response capability following major disasters. It is also important to develop a plan that covers training, maintenance and activation standards as well as administrative requirements like databases and funding. This plan will act as a guide so that one can evaluate the program and make adjustments.

Brief Description:
The mission of our program is to train community members and community organizations in the greater New York area in FEMA's Community Emergency Response Team (CERT) concept. Our training follows all the steps and concepts taught by FEMA through their CERT Train-The-Trainer course that our Master Instructors have been certified in. Our mission also incorporates in training corporate employees in the event of a disaster in the workplace. Our ongoing accomplishments have been the creation of the "First FEMA CERT Team in New York City", the "Battery Park City CERT" opposite Ground Zero. The Commissioner of the NYC OEM, John Odermatt was present for the first graduation in November, 2003 of 63 members of the "First Team". This organization works with the NYC Office of Emergency Management in achieving their objectives and ours as well.

We have also trained and created the following CERT Units in New York City, South Beach Civic CERT in Staten Island, NY, the Gateway Cathedral CERT Unit in Staten Island, N.Y and the Brooklyn South CERT Unit in Brooklyn, N.Y. Several more community organizations and businesses are presently waiting training. The uniqueness of our training program, unlike most others, is that once we create these teams we are still there ensuring that these teams practice "weekly" with disaster simulations, hands on medical, fire suppression, hazards materials and cribbing and leveraging. We also interface two or more teams to work "together" when we have their semi-annual major disaster drill and simulations.

We are the "first" to incorporate a CERT data base linking all our FEMA trained CERT teams. In the event of a natural, man-made disaster or terrorist attack during the daytime when most members are working in Manhattan or one of the other boroughs and disaster strikes and they are unable to get to their teams staging areas, they know the staging area of the nearest FEMA CERT team and report directly there.

Brief Description:

The goal of this program is to develop employee emergency response teams in workplace organizations. Emergencies are more than likely to occur during work hours and therefore the workplace is an appropriate place to organize and train responders to minimize injury and loss. Our strategy is to train one or more Emergency Response Team trainers in participating organizations.

These trainers in turn coordinate the training of Emergency Response Teams in their own organization in cooperation with local public safety officials.

All training reflects the FEMA Community Emergency Response Team (CERT)format and utilizes FEMA certificated trainers.

As no grant funding has been identified for this program to date, participating organizations are required to cover the cost of training for the individual sent for the train-the-trainer course.

"On September 11, 2001, the residents in Battery Park City were the most impacted by the terrible events of that day. Many of our residents worked in the World Trade Center and/or lived within a hundred yards of Ground Zero. The damage, dislocation, and general chaos surrounding that day has been a motivatiing force in establishing the Battery Park City CERT organization. In November 2003 sixty three members completed the FEMA CERT courses and became certified CERT members. Another 20 volunteers will begin training in 2004. Our BPC CERT's Team Supervisor and FEMA certified CERT Train-the-Trainer, is Peter A. Morici, POC 1-347-408-5345. Battery Park City has 16,000 residents in the area from Chambers Street to Battery Park, west of West Street. The BPC CERT has two medical teams, each headed by an MD, with each having at least 2 RN's and 2 EMT's included.

More than 30 members of the BPC CERT have begun a 5 month EMT training course. Residents of the Battery Park area and employees in the World Financial Center who are interested in becoming members should call 212-432-2428 or email to "BPCCERT@aol.com".

Brief Description:
South Beach Civic CERT is located in a beach community on the Staten Island side of the New York Verrazano Narrows Bridge. In the earlier part of the year they received their training from the NYC Office of Emergency Management and graduated 16 new CERT members. In July, 2004 the training was supplemented by a FEMA CERT Train-The-Trainer who graduated 40 more new CERT members. The same trainer, Peter A. Morici also trained the Battery Park City CERT, Brooklyn South CERT, Gateway Cathedral CERT, Port Richmond CERT, Castlketon CERT and New York FEMA 1 CERT Units.

South Beach Civic CERT was started by Joe and Roe McAllister when they saw a need to have a CERT unit in Staten Island. In the fall of this year it is anticpated that there will be 40-50 new community members attending the CERT course and we anticipate to grow in 2005.

On August 14, 2004 both the Battery Park City CERT and the South Beach Civic CERT units participated in a Disaster Drill in Battery Park City.
The simulation was a terrorist attack using explosives followed up by a secondary device. Both teams performed according to the FEMA trainer, evaluators and NYC OEM observers, better than expected.

What makes these two CERT teams "unique", is that both CERT teams will be working together in the event of any natural, manmade or terrorist acts.

The Staten Island Ferry closely connects these two units on the waterways.
For all interested community members wanting to join the South Beach Civic CERT unit, please contact: THE New York City Office of Emergency Management or Peter A. Morici at 1-347-408-5345 .(JavaScript must be enabled to view this email address).
