CAPS LOCK-AMERICAN
The “caps lock” key on a computer keyboard causes all letters to be capitals. This, on the internet, is usually equated with shouting. The term “CAPS LOCK-AMERICAN” or “CAPS-LOCK AMERICAN” (also without capitals and sometimes without a hyphen) means someone who shouts online.

Wikipedia: Caps Lock
Caps Lock is a button on a computer keyboard that causes all letters of bicameral scripts to be generated in capital letters. It is a toggle key: each press reverses the previous action. Some keyboards also implement a light, to give visual feedback about whether it is on or off. Exactly what Caps Lock does depends on the keyboard hardware, the operating system, the device driver, and the keyboard layout. Usually, the effect is limited to letter keys.

Merging the systems is a great idea, regardless of what this Caps-lock American says.

Merging Caltrain and BART is a bad idea but evidently it’s supported by some. At least that’s what a nonsense transit merger poll says. https://smdailyjournal.com/opinion/columnists/a-nonsense-transit-merger-poll/article_f2ae3a24-ae05-11eb-837a-07fead425725.html?utm_medium=social&utm_source=twitter&utm_campaign=user-share via @smdailyjournal
