“A thief believes everybody steals” (proverb)

“A thief believes everybody steals” is a saying that has been printed on many images. Rather than find personal fault, the thief believes—or wants to believe—that everyone else is also a criminal.
 
“The common theif (sic) usualy (sic) believes everybody will steal” was printed in The Allen County Democrat (Lima, OH) on November 1, 1889.
 
“Every thief believes everybody steals” was printed in The Atchison Weekly Globe (Atchison, KS) on November 4, 1909. “A thief believes everybody steals” was printed in the book Country Town Sayings: A collection of paragraphs from the Atchison Globe (1911) by Edgar Watson Howe. The saying is usually credited to E. W. Howe (1853-1937).
