“A golf course is a site to be holed”

“A sight to behold” is sometimes punned as “a site to be holed.” “Ralph Lloyd’s new golf course up in Portland is a site to be holed” was cited in print in 1934 (although the Google Books date may be incorrect). “Here Dan Horn pops in to tell us that the Palos Verdes golf course is a site to be holed” was printed in a 1937 newspaper.

“A golf course is a site to be holed!” is a one-line saying that has been printed on an image.
