“It rains on rich and poor alike, but the rich have better umbrellas”

“He maketh his sun to rise on the evil and on the good, and sendeth rain on the just and on the unjust” is from the New Testament, Matthew 5:45. “The rain falls on the just and the unjust. The unjust, however, have better umbrellas” was cited in the New York (NY) Times “Metropolitan Diary” on April 27, 1983.
   
“The sun shines on the rich and the poor alike. But when it comes to rain, the rich have better umbrellas” was cited in print in 2009. This line was credited to Dushan Wegner in 2010.

But it is a misconception to think of all of huge California as a barren waste entering its fourth year of drought. The truth is the reverse of the old adage that says the rain falls on the rich and poor alike but the rich have better umbrellas. The drought’s impact is not equal — and nor is the response to it. Where it is bad, it is very bad, and where it is not, it is serious.
